Engr. Nebolisa Olisaeloka Emodi, born on August 25, 1961, is a 1983 Bachelor Engineering (Civil) graduate from University of Nigeria, Nsukka. He started his public service at the Ministry of Defence, December 1984 and had a distinguished and fulfilling career with verifiable legacies. He was Permanent Secretary State House, August 2014 to November 2015, effectively functioned as the Chief of Staff to Mr. President, June to August 2015 and managed the seamless transition of out-going-and-incoming Administrations. He was Permanent Secretary Federal Ministry of Transport, August 2011 to August 2014, successfully restructured the Ministry, created the Engineering and Maritime Safety & Security Departments to enhance service delivery and was key in driving on-going Reforms in the Transport Sector, reviewed and drafted new Bills for the Railway, Ports and Inland Waterways. He oversighted the introduction of Standard Operating Procedures/Port Services Support Portal to enhance efficiency of Ports in 2012 which has been adopted by the Federal Government in 2020. He managed/oversighted the implementation of part of the 25-year Railway Master-plan and some Maritime projects through:-
Constructing Abuja (Idu)–Kaduna and Warri – Itakpe – Ajaokuta standard gauge railway lines and acquisition of some Rolling stocks.
Executing Commercial Contract for Lagos-Ibadan standard gauge double-track railway line.
Commissioning Consultants, who conducted Feasibility Studies, submitted Outline Business Cases Report for seven new Standard Gauge rail corridors including Lagos – Abuja High-speed Line.
Executing Framework Agreement for Coastal standard gauge railway line.
Rehabilitating the Narrow Guage Western Line, Lagos – Kano, which resumed train services, December 2012 and Eastern Line, Port Harcourt–Maiduguri, with train services operating in some sections.
Continuous dredging of Lagos and Bonny channels to accommodate large ocean liners, 4,500 TEUs instead of 2,500 TEUs.
Rehabilitating and Commissioning of the Onitsha River Port.
He worked in the Bureau of Public Procurement, March 2005 to August 2011, became Director in 2009 and participated in operationalizing the public procurement law while achieving massive reductions in projects’ costs through reviews.
He also worked in the Highways Department, Federal Ministry of Works and Housing, November 1987 to March 2005 and became Assistant Director in 2002. He computerized Records of the Department and was involved in planning and managing the construction/rehabilitation of major roads and bridges projects including: Kaduna–Kano, Ibadan–Ife, Kaduna–Abuja, Benin–Asaba, Otta–Abeokuta and Abuja–Keffi dual carriageways.
He is a 2004 Fellow, Nigerian Society of Engineers; 1989 Registered Engineer, Council for the Regulation of Engineering in Nigeria and 2014 Professional Development Certificate, Wharton University Philadelphia, USA. He attended several leadership and professional trainings locally and abroad including Harvard Business School, Massachusetts, USA and has many awards.
Nebolisa Emodi is presently Managing Partner, Ideas & Visions Consultancy Limited in Abuja, offering Advisory and Supervision Services on Infrastructure Development and Procurement Reforms & Operations. He has written several Technical Papers on Transport, Public Administration and Procurement Sectors. He hails from Onitsha, Anambra State, titled Ononenyi and is happily married to Linda Chichi Emodi and blessed with five children.
