Samson Ameh OPALUWAH is a Builder and a Construction Engineer with Forty-Seven {47} years of experience in Nigeria's Public and Private Sectors. He is the 4th Chairman of the Council of Registered Builders of Nigeria {CORBON}, the President of the Sector Skills Council(SSC) for Building in Nigeria and the Chairman of Nigerian Artisans Awards(CAA).
In the public service, he served as Director in the Presidency and Federal Ministries of Works, Niger Delta Affairs, Health, Transport, Police Affairs, Sports & the Federal Capital Territory Administration, implementing many landmark policies such as the first maintenance policy in the federal public service, the Public Procurement Act 2007, the introduction Public Private Partnership in the management of public facilities and the implementation of the concept of Facility management in them, successfully delivery on projects such as the International Conference Centre Abuja, Abuja-ultra modern markets, National Hospital Abuja, National Stadium, Abuja etc.
Earlier in the private sector, he was a Project Manager, delivering on many construction projects in the country, including the then tallest building in the northern part of the country in Kaduna(8th Storey NNIL building-1980). He was project manager on the development of bank branches for Firstbank, Union bank, UBA PLC,Newpack factory Kaduna and Funtua Textile Mills. He was also the first Nigerian Civil Works Manager at the Benue (now Dangote) Cement Company Plc, a blue-chip investment and one of Nigeria's largest cement companies.
Engr. OpaIuwah is an International Procurement Consultant who has consulted for the Presidency on the management and sustainability plans for the Nigeria House and other facilities in New York and also consulted for the Nigerian National Agency for the Control of Aids (NACA) on maintaining procurement standards in their administration of Global Funds, World Bank funds, and funds from other collaborating international partners.
Furthermore, as one of the pioneer Directors of Public Procurement, he actively participated in the implementation of the new Public Procurement Law in 2007 in the Federal Civil Service of Nigeria managing the process in seven of the largest Federal ministries in the country and delivering on many critical projects which led to the reorganisation of the procurement process in the Ministries of Health, Niger Delta Affairs, Works, Transportation-including its large parastatals such as Nigeria Ports Authority (NPA), & Nigeria Maritime Administration & Safety Agency (NIMASA).
OpaIuwah, a First-Class Honours alumnus of Ahmadu Bello University (ABU-1978) Zaria, Nigeria, Leeds University, England is a Qualified Skills Assessor. A Fellow of the Nigerian Society of Engineers in addition to the Fellowships of over ten (10) national and international professional bodies in Engineering, Building and Management, he also holds the MSc & PhD degrees. He is a member of the Board of Trustees of the Nigerian Society of Engineers and has published eighteen books on diverse topics and twenty-one academic and professional papers.
He is married to Hannah Ede Opaluwah, the managing director of Khariz Group of companies Ltd, and they are blessed with five children with three grandchildren.
