Engr. (Mrs.) Kosegbe was born on 25th April, 1965 in UK. She earned her degree in Civil Engineering from Queen Mary College, University of London in 1989, Masters degree in Environmental Management (Unilag), and a Masters degree in Urban and Regional Planning (LASU) in 2024. She began her career in 1989, working for Taylor Woodrow Construction UK on major projects including Charing Cross Police Station (London) and The Croydon Library development. She holds several International Green Infrastructure/Sustainable Development certificates including the IFC EDGE Certificate (Excellence in Design For Greater Efficiencies), International DGNB Consultant Certificate, and the UK Level 2 Domestic Retrofit Assessor Certificate. She is also a Qualified International Mediator in Alternative Dispute Resolution.

In 1995, she completed the National Youth Service Corps (NYSC) and joined the Lagos State Government in 1996 through the Ministry of Transportation as Transport Engineer. Subsequently, she traversed various MDAs including Ministry of the Environment - Drainage Department in 1999, and Waste Monitoring Unit in 2003, Lagos Waste Management Authority (LAWMA) on Special Assignment in 2005 (received the Lagos State Order of Merit Award in 2012 for her work at LAWMA), and Min of Works and Infrastructure in 2015 where she was the Deputy Head of the Project Monitoring, Evaluation & Training Dept. In 2019, she was appointed General Manager, Lagos State Building Control Agency (LASBCA) and then in 2021 appointed Permanent Secretary, Ministry of Physical Planning and Urban Development before being redeployed to Local Government Service Commission and Office of Political, Legislative and Civic Engagement. She retired as the Perm Sec Min of Energy & Mineral Resources in 2025.

Engr. (Mrs.) Kosegbe has been instrumental in the development of various laws, policies, regulations and initiatives including the Waste Management Sector Policy for Lagos State (2006), LAWMA Law 2007, SOP for the delivery of Building, Mechanical, Electrical and Infrastructural Projects in Lagos State (2016), introduction of the use of Special Drone Monitoring Team for data capture, monitoring and enforcement of building contraveners, Introduction of the MPPUD app for public feedback and complaints, Green Building Initiative, Lagos State Building Code Committee, Introduction of Power Engineers Cadre for the Energy Sector and the passing of the Lagos State Electricity Law 2024.

Engr. (Mrs.) Kosegbe is a COREN Registered Engineer, Fellow, the Nigerian Society of Engineers, Institute of Environmental Engineers and Nigerian Institute of Civil Engineers. Member, Chartered institute of Directors, Nigeria International Federation for Housing & Planning amongst various others. She served as Chairman of Nigerian Institution of Environmental Engineers (NIEE), Lagos Chapter, and held leadership positions in the Nigerian Society of Engineers, Ikeja Branch, including Assistant Secretary (1997-1999), General Secretary (1999-2001), and Vice Chairman (2002-2003). She also served as Publicity Secretary of the Association of Professional Women Engineers (APWEN), Lagos. She is the Charter President of the Rotary Club of Ikeja Alausa Golden.
