Engr. Bako Wakil was Born on 12^th April, 1963 in Dongo, Kaga LGA of Borno State. He started his primary education in 1970 at Wasaram Primary School in Kaga Local Government Area, Borno State. He attended Yerwa Science Secondary School, Maiduguri and proceeded to the famous University of Maiduguri where he obtained B.Eng Degree in Electrical and Electronic Engineering in 1989. He later obtained M.Eng degree in Information System Engineering at London South Bank University, UK in 1997. He is Alumni of Lagos Business School.

He joined the Ministry of Foreign Affairs and rose through the ranks in the Overseas Communications Department. He was the Regional Engineer in Charge of Europe at the Nigerian High Commission in London overseeing the Diplomatic Communications systems of all the Nigerian Missions in Europe from 1994-1998. He returned to Nigeria from duty tour of London in December 1998 and in 2001, he was seconded to National Space Research and Development Agency (NASRDA) as a pioneer Chief Engineer Ground Control Segment. He played a critical role in the launch of the first Nigerian Satellite, Nigeriasat-1 and was the pioneer Coordinator of the Center for Satellite Technology Development (CSTD). Engr. Wakil joined the services of the Nigerian Communications Commission (NCC) in 2005 as Senior Manager, and he rose through the rank working as Project Manager Emergency Communications project, Head IT projects in the Universal Service Provision Fund secretariat (USPF) and Head Wireless Network at the Technical Standard and Network integrity department. His expertise spans various aspects of telecommunications engineering, including network management, infrastructure development, and technology policy, where he has helped to shape policies and strategies that have advanced Nigeria's telecom industry. His work has included advocating for improvements in mobile communication infrastructure, as well as promoting the adoption of new technologies like 4G and 5G networks. He has been influential in discussions surrounding regulatory frameworks, industry standards, and innovation. Engr. Wakil has been a key player in Nigeria's telecom sector, helping to drive the transformation of the country's communication landscape. His contributions have played a role in increasing mobile phone penetration, expanding internet access, and improving the overall quality of telecommunications services in Nigeria. He also served as Special Assistant (SA) Technical to the Honourable Minister of Information and Communications from 2007-2009 and retired as the Director of Technical Standard and Network Integrity at the Nigerian Communications Commission at the age of 60 in April 2023.

He attended several ITU events such as World Radio-communications Conferences (WRC), World Telecommunications Standardization Assembly (WTSA), Telecommunication Standardization Advisory Group (TSAG) and several ITU Study Group meetings. He has also served as the Chairman of the Regional Group for Africa of ITU-T SG20, Vice Chairman of ITU-T Study Group 20(SG20) on Internet of Things (loT) and Smart Cities and Communities as well as the Vice Chairman of Committee 3B of the World Telecommunications Standardization Assembly 2020 (WTSA-20).

He is a COREN Registered Engineer. Fellow, the Nigerian Society of Engineers, Nigerian Institution for Electrical and Electronic Engineers, and Nigerian Institution for Space Engineers; Member, Nigerian Institution for ICT Engineers and loved travelling.
