Born on 11th August 1961 in Yola, Adamawa State. Engr. Dr. Umar Buba Bindir obtained his B.Sc Hons. degree in Agricultural Technology in First Class Honours from the University of Maiduguri in 1983,  a Master of Science in Agricultural Machinery Engineering and PhD Agricultural Machinery Design and Development Engineering from Cranfield University, UK in 1987 and 1991 respectively.

Dr. Bindir did his National Youth Service Corps and worked in Benue State in 1983/84 service year. In 1984 -1985 he joined the academic teaching staff of University of Maiduguri as Graduate Assistant. Between 1986 and 1991, he served as Manager, Grain Harvesting and Drying systems, Offley Little Farm, Herts, UK; Design Engineer with Welllsh Water, Penn-y-bont, Bridgend, UK in 1991-1992 respectively. He later became Head of Department, Agricultural Engineering Department, University of Technology, PNG in 1992-1998.

In 1998, Dr. Bindir was appointed as Chief Executive Director, Appropriate Technology and Community Development Institute, PNG, North Australia, and he also became Director of Operations, FEAP Headquarters, Abuja in 1998-2000; Director. (MMIS)  NAPEP Headquarters, Abuja 2000-2005; Director of Sports, Federal Ministry of Sports and Social Development in 2005-2006; Director, Technology Acquisition and Assessment, 2006-2009, Director General/ Chief Executive Officer of the National Office for Technology Acquisition and Promotion (NOTAP) 2009 till date and served in Presidential Committees in 1999-2010.

Dr. Bindir has researched successfully into various private agricultural enterprises on acquisition and installation, evaluation repair and maintenance of equipment and staffing training internationally and locally. His area of contribution were in: Designed a Hydraulic Ram Pump for hilly areas-a pump that requires no external source of power; Designed and manufactured a once-over groundnut combine harvester for Nigerian conditions; Designed, manufactured and developed solar water destilination plant for rural areas of the Pacific; Designed, manufactured and developed a vegetable storage system for rural areas; Designed an animal gears system for processing agricultural commodities in rural area; Designed a 16-bird slaughtering kit for small scale poultry processors and producers of ruminants; He  published nineteen publications and fifty papers presentations.    

Dr. Bindir was honoured with Awards for distinguished Merit Award of Excellence, ICA in 2007, Award of Patron of Sport in Public Service, FEPSGA 2007, distinguished Merit Award of Excellence for Professional Practice, NIAE 2008, Federal Ministry of Science & Technology Outstanding Performance Award, 2009; Tremendous Contributor Award by the Council for the Regulation of Engineering in Nigeria (COREN) 2009; Responsive Leadership Award for Excellence, 2009; 5th College of Food Society Merit Award, 2010; distinguished Speaker Award by the Association of Consulting Engineers Nigeria 2010; African Information Society Merit Award, 2010; distinguished Guest Speaker Award by the African University of Science and Technology, 2010 and Most Innovative Paper presentation Award by the Nigeria Computer Society, Lagos State Chapter, 2011 and others.

He is a COREN Registered Engineer, Member, Institution of Agricultural Engineers (MASE), Nigeria Institute of Management (MNIM), Fellow, Nigeria Society of Engineers (FNSE) and Nigerian Society of Agricultural Engineers (FNSAE).
