Engr. Emeka Muoma Eze was born on February, 16, 1958. He graduated in 1983 from University of Nigeria, Nsukka with a Bachelor’s degree in Civil Engineering winning the award of the Best Graduating Student in Structural Designs, Structural Analysis and Foundational Engineering. In 1990 he bagged M.Sc degree in Structural Engineering from University of Lagos.
Engr. Ezeh has spent over thirty years of dedicated responsibility in Engineering Practice, procurement policies and regulations. A man who has easily satisfied his objective of being a part of Service Delivery Team, a man who was always present where the action of Engineering dwelt: restless yet completely reserved, innovative and mature, yet accurate and illuminating. He is an apostle of Due process and Due Diligence in National Development Process.
He holds the record of leading the institutionalization of the Public Procurement reform through leading roles in the creation and in heading the structure responsible for the growth and sustenance of the reform, which is the Bureau of Public Procurement (BPP). This achievement has led to the increased internalization of the public procurement process, the attendant rise in the adoption of methods in the expenditure procedure and a more focused budget implementation course.
The result of this public servant’s achievement has not only been to make the nations’ procurement system to be compliant with International Best Procurement practices but also has added up to a recognition of some of the nation’s instruments of procurement like the Standard Bidding Documents by some global bodies like the World Bank.
He has over the years maintained a high public service work ethics through punctuality, maintenance of discipline in the working environment and prudence in the management of public funds. Engr. Ezeh habitually reports to work before 7.45am every day, well ahead of many subordinates, while decorum and decency are constantly demanded from staffers for heightened productivity. He does not suffer fools gladly and has no patience for lethargy. His puritanical drives are not least reflected in the handling of public expenditures as they are guided by the virtues of prudence founded on the best value-for-money and the abhorrence of waste.
In demonstrating his commitment to the preservation of his integrity and the improvement in the nation’s public service standards, Engr. Ezeh has not only stepped on toes but also has incurred the wrath of vested interests, while losing a good number of friends. As a stickler for principles, purist and one who subscribes to high moral and religious values, he has crossed the paths of many, but remains justified that he is doing the right thing, no matter whose ox is gored.
He served the Nigerian Society of Engineers in various capacities and was the President of the Nigerian Society of Engineers in 2006 and 2007. He is happily married with three children, all with higher degree in engineering with two currently on their PhD programmes in the Engineering fields. He is currently the Director General of the Bureau of Public Procurement.
He has several awards and honoured bestowed on him among which is the Order of the Federal Republic (OFR) conferred by the President of Nigeria.
